Job Description

Job Summary: Key Job Responsibilities

The Director, Application Development champions all portfolio projects, leads optimization initiatives, facilitates communication with stakeholders, and develops resources. The Director provides leadership and expertise to guide the strategic, tactical and day-to-day planning of systems implementation, upgrades, enhancements, and sustaining support. This role is accountable for project completion to key executives and key customers impacted by the systems.  

Primary Duties & Responsibilities

  • Directs the operations of an application system department and is responsible for the human resource activities, budgeting and overall departmental management and supervision. Establishes departmental goals and objectives and reports accomplishments and plans on a regular basis. 
  • Evaluates, determines and articulates resource requirements (financial, technical, and human resource), risk analysis and impact of requested information system projects. 
  • Proactively manages resolution of issues encountered during and post system implementation working with all levels of personnel both internal and external to the institution. 
  • Evaluates new technologies, software, and/or vendors that may provide opportunities for solutions or new applications necessary to accomplish institutional goals, objectives, and strategies. 
  • Collaborates with RandD teams and product leadership to facilitate internal and external partnerships, product development, and system integrations. 
  • Manages, coaches, and mentors staff to continuously improve technical capabilities, develop and implementation processes, and build strong team partnerships to accomplish goals and objectives. 
  • Oversees the implementation of systems and system modifications, and works jointly with user project managers and other information systems groups to successfully implement projects. 
  • Communicates with the user community on application systems projects in relation to their goals, status and expected outcomes, as well as overall information systems vision and strategies
  • Responsible for the overall budget performance for the acquisition, development, installation, implementation and maintenance of application system projects. 
  • Develops and maintains effective relationships to collaborate and solve complex development and implementation issues, and communicates status and resolutions to IT leaders and staff, executives, department heads and other key customers in departmental supported areas. 
  • Develops long and short-range plans according to the overall IT strategic plan for modifications, evaluation, testing and maintenance of the application systems. 
  • Assists with identifying processes, systems, organizational structure and/or job roles to successfully address change management and adopt changes to achieve business goals and objectives. 
  • Other duties as assigned

Qualifications

 JOB QUALIFICATIONS

Education Level

Bachelor's Degree - Minimum Requirement -  Computer Science, Information Technology or related field of study

Master's Degree- Preferred Requirement - Computer Science, Information Technology or related field of study

Work Experience

9 years - Minimum - Experience with application development in a complex multi-platform environment. Experience and expertise in a wide range of software development, client/server, relational database, systems integration, and networking technologies.

Experience and expertise in project management, systems analysis, customer relations, and vendor contract negotiation and management.

Experience and expertise with enterprise business systems applications and understanding of the needs and priorities of business customers. 

4 years - Minimum - Direct work experience in a management capacity, including vendor packaged systems implementations; or relevant work experience, including at least 2 years implementing and/or supporting healthcare software applications. 

Experience in managing teams in complex enterprise-level implementation and support of vendor-supplied software. Experience in managing multiple work streams. Experience leading and motivating staff 

5 years  - Preferred- Clinical or healthcare operations experience (e.g. clinic management experience, nursing or other healthcare professional experience, etc.)
